kindergarten entry

This letter describes a change to the state legislation regarding the entry age of kindergarten students for the next school year. Specifically, we will outline ER9’s approach to implementing this new requirement and what this means for families and Pre-K providers. 

Background 

The date for Kindergarten entry has changed beginning in the 2024 - 2025 school year. The Connecticut General Statutes1 now requires that children turn five years old on or before September 1 of the school year in order to enroll in kindergarten. 

On June 29, 2023, Public Act 23-208 was approved which, among other topics, states, “public schools shall be open to all children five years of age and over who reach age five on or before the first day of September of any school year.” Public Act 23-208 also includes the following provision: “a child who has not reached the age of five on or before the first day of September of the school year may be admitted (1) upon a written request by the parent or guardian of such child to the principal of the school in which such child would be enrolled, and (2) following an assessment of such child, conducted by such principal and an appropriate certified staf member of the school, to ensure that admitting such child is developmentally appropriate.” 

We recognize that the timing of this important change creates challenges for many families. The Easton, Redding, and Region 9 districts will implement the following transitional plan for the 2024 - 2025 school year. 

Implementation 

We accept children who turn five years old on or before September 1 of the school year. Generally, we will continue to accept incoming kindergarten students who turn five years old between September 2 to December 31, under the following conditions: 

1. Parents make a request in writing that their child attend kindergarten to the building principal. 2. In making this request, parents shall consider their child’s readiness for kindergarten by reviewing the below resources and information within Table 1. 

3. Parents can attend an information session on March 25, 2024 (6 pm) at your child’s elementary school. 

a. This event will provide parents with an opportunity to learn more about kindergarten readiness and meet some of the talented and dedicated staff members from each elementary school. 

b. The kindergarten readiness milestones list (below) will be sent as a form to all parents whose child’s birthday falls between September 2, 2024, and December 31, 2024. Please review the milestones and complete an observational checklist by Thursday, March 28, 2024, and provide it to your school. 

Resources 

We recommend that all parents consider their child’s individual readiness for kindergarten using developmental guidance provided through the Connecticut Office of Early Childhood, the Connecticut State Department of Education, and the Centers for Disease Control and Prevention. The decision regarding readiness for kindergarten is guided by many factors, only one of which is chronological age. While children often grow, develop, and learn in many ways, developmental milestones provide helpful guidance for parents and educators. Please review Table 1 for more information.
